The Huairou BBMG Xingfa Science and Technology Park project has been selected as one of Beijing's 16 exemplary cases of territorial space ecological restoration. Designed by SWA, the seven-year project showcases the full development cycle of a green, low-carbon, and smart park.
SWA won the landscape design competitions for the park's ecological restoration and renovation in 2017 and 2020, overseeing its entire implementation. The project consistently adhered to sustainable principles, emphasizing ecological preservation and industrial heritage reuse. Its recognition in 2024 as both an urban renewal best practice and an ecological restoration model underscores its environmental and social value, affirming SWA's expertise in the field.

The 107-hectare Mining Area Ecological Restoration Zone serves as the park's backyard, comprising two mining zones and a demonstration area. This former mining site has been transformed into an essential green infrastructure integrated with Huairou Science City's public spaces. The restoration demonstrates innovative approaches in design and management, creating value beyond ecological balance by providing researchers with inspiring workspace and contributing to regional sustainable development.

Before the mine restoration, the site had thin soil layers, alkaline soil, and highly variable precipitation. Long-term mining activities had destroyed the natural vegetation and altered the soil structure. The mining process resulted in pits, slopes, and waste dumps, which changed the original topography and led to the degradation of ecological functions. Through close collaboration between SWA and the Beijing Geological Engineering Design and Research Institute, a mine geological environmental protection and land reclamation plan was developed. The restoration work was completed in May 2023, with a total investment of over 200 million yuan in mine ecological rehabilitation.

The mine restoration project has transformed over 416,000 sqm of exposed land through replanting and 550,000 cubic meters of soil backfilling. It recycled 261,000 sqm of mining stone for structural use and planted 7,100 trees. The green coverage rate rose from 60% to 87%, now surpassing the national standard of 80% for comprehensive parks, demonstrating remarkable ecological recovery.

The landscape design utilizes diverse plant communities that blend natural and artificial elements, providing multiple benefits such as slope stabilization, soil enhancement, and aesthetic improvement. These plantings serve both as a foundation for ecological succession and recreational green spaces. Through their growth, they gradually incorporate the site's industrial heritage, preserving history through renewed vitality.

BBMG Xingfa Science and Technology Park
The predecessor of BBMG Xingfa Science and Technology Park was the Beijing Xingfa Cement Plant, which supplied raw materials for national landmarks such as the "Bird's Nest" and "Water Cube."
In 2015, in alignment with regional development goals, BBMG Group proactively shut down the plant and initiated a transformation to integrate with the planning of the Huairou Science City. Today, the park has successfully attracted top-tier institutions such as the Beijing Yanqi Lake Applied Mathematics Research Institute, achieving a remarkable transition from an industrial base to a hub of scientific innovation.

The landscape design by SWA skillfully integrates the historical evolution of mathematics with the site's original railway layout, creating a unified and narrative-inspired paving system. This design language functions as an invisible thread that not only connects various functional spaces within the park but also weaves together its profound industrial heritage with a forward-looking scientific spirit. From this approach emerge an ecological foundation, a central green axis, and multiple vibrant activity nodes, collectively forming an organic, exploration-oriented landscape network.

As a benchmark project in implementing the "dual carbon" goals, the initiative has transformed the old boiler house into a zero-carbon building, achieving a seamless integration of historical preservation and green sustainability. With carbon emissions 20% below the standard and annual energy savings of 4.72 million yuan, the park has been recognized by China's Ministry of Ecology and Environment as an Innovation Base for Practical Solutions, in addition to receiving multiple international certifications and awards.

To rebuild a healthy stormwater management system, the project implemented large-scale permeable transformation of the originally hardened ground, increasing the proportion of permeable paving in the park to over 70%. Meanwhile, innovative ecological engineering techniques—such as multi-layer gabion retaining walls and slope planting grids—were adopted to replace traditional closed masonry structures. These measures collectively facilitate natural rainwater infiltration and slow drainage, effectively replenish groundwater, and create a multi-dimensional landscape experience with rich layers.

Located in the mountainous northern Beijing region, the park faces challenges such as summer rainstorms and winter drought. Through the implementation of an ecological sponge system, the project successfully withstood the extreme rainstorm event in Beijing on July 31, 2023. Measures such as reinforced grass swales and rain gardens effectively intercepted and channeled rainwater from the slopes. Additionally, resilient native plant species were applied to withstand extreme weather conditions and improve soil fertility.

On the site, stones from the old cement plant have been repurposed into retaining walls, their rugged texture silently embossed with the imprints of the past. Components salvaged from abandoned warehouses have been granted an artistic rebirth, now punctuating the greenery as captivating focal points. These thoughtfully preserved "traces" infuse warmth into cold historical objects, forming a poetic bridge that connects the past with the present.

The project consistently embodies a philosophy of "restrained wisdom," where every design decision serves to optimize the appreciation of the industrial heritage. New structures are strategically arranged with a low-intervention approach, acting not as protagonists but as framing devices that guide the gaze. This humble dialogue between old and new accentuates the inherent grandeur of the industrial space and the profound beauty enriched by time.

From an international perspective, cases involving the comprehensive transformation of mining areas on such a large scale into multifunctional ecological parks are relatively rare. Its grand scale, complex systematic engineering, and end-to-end practices—from ecological restoration and rock slope management to operational management—collectively form an invaluable and comprehensive model.
